TF2 tools: what to know before you buy
Tools are items you use on other items. The best known is the Mann Co. Supply Crate Key, which opens most crates and also works as the common unit of value in TF2 trading. Other tools include Name Tags and Description Tags, paint cans, Festivizers, gift wrap and backpack expanders.
Most tools are consumed when used: a Name Tag renames one item, a paint can colors one cosmetic, and a Festivizer gives one weapon its festive lights. That makes them steady sellers, because every use takes a copy out of circulation. Keys in particular keep a fairly stable price, which is why many traders price other items in keys.

Frequently asked questions
Why are TF2 keys used as currency?
Keys have a steady price and every player can use one, so traders price items in keys the way people use a common coin.
Does a Name Tag work on any item?
It works on most tradable items, including weapons and cosmetics. The custom name shows on the item for everyone.
What does a Festivizer do?
It adds festive lights to a supported weapon, turning it into a Festivized version. The Festivizer is used up.
